  3. Spread a thin layer of masa harina (according to package instructions; usually using water or broth) on each corn husk. Add approximately 2 tablespoons of the beef mixture to the center of each husk.
  4. Fold the sides of the husk inwards, then fold the bottom up and over the filling. Roll tightly and secure the top by tucking it in.
  5. Place the tamales in a steamer basket or large pot with a steamer rack. Add about 1 inch of water to the bottom of the pot. Bring water to a boil, then reduce heat to medium-low, cover, and steam for 60-75 minutes, or until the masa is cooked through and the filling is heated.
