How to Make Whoopie Pies

  1. Preheat oven to 425°F (220°C). Line baking sheets with parchment paper.
  2. In a small bowl, whisk together 1 ½ cups all-purpose flour, ¾ cup unsweetened cocoa powder, 1 teaspoon baking powder, ½ teaspoon baking soda, and ¼ teaspoon salt. Set aside.
