- Preheat oven to 325°F (160°C).
- Dredge 4 beef shanks (about 2 lbs total) in 1/4 cup all-purpose flour seasoned with 1 tsp salt and 1/2 tsp black pepper.
- Heat 2 tbsp olive oil in a large stainless steel oven-safe pan or Dutch oven over medium-high heat. Brown beef shanks for 2-3 minutes per side.
- Remove shanks from pan. Add 1 large chopped onion, 2 chopped carrots, 2 stalks chopped celery, 4 cloves minced garlic, and 4 oz diced pancetta to the pan. Sauté for 5-7 minutes until softened.
