- Preheat your oven to 220°C (200°C fan/425°F/Gas Mark 7). Line a baking tray with baking paper.
- In a large bowl, sift together the flour, baking powder, and chilli flakes. Add the grated Parmesan cheese and mix well.
- Cut in the cold butter using a pastry blender or your fingertips until the mixture resembles breadcrumbs.
- Stir in the chopped chives.
