- Brown 1 lb ground beef in a large skillet over medium-high heat. Drain excess grease.
- Stir in 2 tbsp taco seasoning, 2 minced garlic cloves, 1/4 tsp cayenne pepper (optional), 1 tbsp chili powder, and 1/4 cup water. Simmer for 10 minutes.
- Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.
- Layer 6 tortillas in the bottom of the baking dish.
- Spread 1/2 cup salsa over the tortillas.
- Evenly spread 1/2 of the meat mixture over the salsa.
- Sprinkle with 1/4 cup of the sliced green onions.
- Dollop 1/2 cup of sour cream over the green onions.
- Top with 1/2 cup cheddar cheese and 1/2 cup Monterey Jack cheese.
- Repeat layers: 6 tortillas, 1/2 cup salsa, remaining meat mixture, remaining green onions, remaining sour cream, remaining cheddar and Monterey Jack cheese.
