- In a heavy-bottomed pot, bring the milk to a boil over medium heat. Reduce the heat to low and simmer for 30 minutes, stirring occasionally to prevent burning, until the milk reduces to approximately half its volume.
- Add sugar, chopped pistachios, saffron, and cardamom to the reduced milk. Stir well and continue to simmer for another 10-15 minutes, until the mixture thickens slightly.
- Remove from heat and let the mixture cool completely. Stir in heavy cream and rosewater (if using).
- Pour the mixture into kulfi molds or small containers. Cover and freeze for at least 6-8 hours, or preferably overnight, until solid.
- To serve, run the kulfi molds under warm water for a few seconds to loosen the kulfi. Invert the molds onto serving plates and enjoy your royal treat!
