- 2 cups water
- White Rice
- 2 cups whole milk

How to Make Arroz Doce Portuguese Sweet Rice
- Bring 2 cups of water to a boil in a medium saucepan.
- Add 1 cup of uncooked rice and bring back to a boil. Reduce heat to low, cover, and simmer for 20 minutes, or until the rice is tender but still slightly firm.
- Add 2 cups of whole milk, 1/2 cup of granulated sugar, and the zest of 1 lemon. Stir constantly over medium-low heat until the mixture thickens to the consistency of oatmeal, about 15-20 minutes. Be careful not to burn the mixture.
- Remove from heat. The Arroz Doce will continue to thicken as it cools.
- Pour the Arroz Doce into a large serving dish and remove the lemon zest.
- Spread the rice evenly and allow to cool completely on a wire rack. This helps to prevent it from becoming gummy.
