  1. Preheat oven to 375°F (190°C).
  2. In a large skillet, brown 1 lb ground beef over medium-high heat. Drain excess grease.

  11. Repeat layers: 1 tortilla, 1 cup meat sauce, 1/4 cup cheese.
  12. Top with remaining tortilla and remaining meat sauce.
  13. Cover the baking dish with aluminum foil.
  14. Bake for 25 minutes.
  15. Remove foil, top with the remaining 1/4 cup cheese, and bake for an additional 5 minutes, or until the cheese is melted and bubbly.
  16. Garnish with chopped cilantro or green onions before serving (optional).
