  8. Bring the mixture to a boil, then reduce heat to low, and simmer uncovered for 1 hour and 30 minutes.
  9. Remove the wings to a cutting board; remove the skin and bones, reserving the meat for another use (e.g., salads, sandwiches).
  10. Strain the broth through a fine-mesh sieve into a 3-quart saucepan, pressing on the vegetables to extract maximum flavor.
  11. Discard the solids (vegetables).
  12. Skim off any excess fat from the surface of the broth and discard.
  13. Bring the broth to a gentle boil.
  14. In a separate bowl, whisk together 1/4 cup all-purpose flour with the 2 cups of chilled chicken broth until completely smooth and lump-free.
  15. Whisk the flour mixture into the boiling broth, stirring constantly.
  16. Bring the gravy back to a boil, and cook, stirring constantly, until thickened (approximately 3-4 minutes).
  17. Remove from heat and stir in 2 tablespoons of butter and 1/4 teaspoon black pepper.
  18. Taste and add salt to preference.
  19. Serve immediately or freeze for up to 6 months. Thaw overnight in the refrigerator before reheating.
