How to Make Shepherd's Pie Low Carb

  1. Preheat oven to 350°F (175°C).
  2. Chop 1 large head of cauliflower into florets and steam until very tender (about 15-20 minutes).
  3. Add 4 ounces of cream cheese and 2 tablespoons of butter to the cooked cauliflower.
  4. Remove from heat and mash well using a potato masher or electric mixer. Season generously with salt, pepper, and garlic powder to taste.
  5. Grease a medium-sized baking dish (approximately 8x8 inches). Spread half of the mashed cauliflower in the dish, creating an even layer as you would with mashed potatoes.
  6. In a separate bowl, combine 1.5 lbs ground beef, 1 medium onion (chopped), 1 cup of frozen peas and carrots, and ¾ cup of shredded cheddar cheese. Mix well.
  7. Pour the beef mixture over the cauliflower base in the baking dish.
  8. Cover the beef mixture with the remaining mashed cauliflower, spreading evenly.
  9. Sprinkle the remaining ¼ cup of shredded cheddar cheese over the top.
  10. Bake for 30-35 minutes, or until the top is bubbly and golden brown.
