- Sauté onions and garlic in the Instant Pot using the sauté function until softened (about 3 minutes).
- Add beef, paprika, caraway, salt, pepper, and tomato paste. Stir to coat the beef. Sauté for another 2-3 minutes.
- Pour in beef broth and diced tomatoes. Stir well to combine.
- Add potatoes, carrots, and green bell pepper. Stir to incorporate.
- Secure the Instant Pot lid and set the valve to sealing. Cook on high pressure for 25 minutes. Allow a natural pressure release for 10 minutes, then manually release any remaining pressure.
- Stir in the pasta and add 2 1/2 cups (or 2 cups for thinner pasta) of water. Cook on high pressure for the recommended time for your pasta (see note below).
- Allow the pressure to release naturally for 5 minutes, then manually release any remaining pressure.
- Stir in the sour cream (optional) before serving. Garnish with fresh parsley (optional).
